Group 1: Transparency of qualifications and skills, including recognition of informal and non-formal learning

People walking behind transparent glassThematic Networking Group 1 looks at the transparency of different qualifications and skills.

This is important because being able to map qualifications to a common framework helps employers to understand a person's knowledge, skills and competencies. This also allows the workforce to be more mobile.

Recognising the learning that takes place outside of formal learning settings with qualifications is a particular challenge. This learning is often called informal and non-formal learning.

The European Qualifications Framework (EQF) and the National Qualification Framework play an important role in this Thematic Group.

Current discussion in the group

  • The necessity of providing clear information about the EQF.
  • The importance of awareness-raising of the EQF amongst future users.
  • The challenges in mobility and understanding other countries’ qualifications. 
  • The possibility of providing additional funding to good LLP projects to help them disseminate their products and demonstrate their impact.
  • The importance of a better connection between policy and practice.


Recommendations

At the fourth meeting in November 2009, Group 1 members discussed ways to improve communication about the European Qualification Framework. Suggestions to the National Agency included:

  • Increasing the level of information on the theme and making it relevant to the audience.
  • Legislating policy change for the use of the EQF to be compulsory and not voluntary.
  • Looking into providing additional funding to projects to measure and disseminate their results.
  • Lengthening the process of testing and piloting.
  • Piloting ECVET through mobility.

Compendium of projects relating to the EQF

This document provides information on some of the Leonardo da Vinci Transfer of Innovation projects funded in the 2007, 2008 and 2009 Calls that are working on either the validation of non-formal and informal learning or the transparency and recognition of competences and qualifications. The purpose of this compendium is to gather information on projects working in this area but also to enable group members to share expertise and ideas.
